(1) These Regulations shall be called the Kerala State Electricity Regulatory Commission (Terms and Conditions for Determination of Tariff) Regulations, 2021.

(2) These Regulations shall come into force from 01.04.2022.

(3) These Regulations shall extend to the whole of the State of Kerala.

(4) These Regulations shall be applicable for the five (5) year Control Period starting from 1 st April, 2022 (Financial Year 2022 – 2023).

(5) These Regulations shall be applicable to:

(i) all the Strategic Business Units (SBUs) relating to generation, transmission and distribution of the Kerala State Electricity Board Limited (KSEB Ltd.) and its successors;

(ii) all the generating companies, distribution licensees, transmission licensees inthe State, other than that of KSEB Ltd.; and

(iii) the State Load Despatch Centre (SLDC).

  The Commission after considering in detail, the petition filed by KSEB Ltd, the objections from stakeholders and other materials placed before it, arrives at a revenue gap of Rs. 1031.06 crore as against the revenue gap of Rs. 2104.59 crore claimed by KSEB Ltd in their truing up petition.

 Hon’ble Commission permitted a Fuel Surcharge of Rs 81.65 Core whereas the KSEBL demanded Rs. 180.55 for the full year 2017-18.

If Hon’ble Commission agrees the KSEBL’s calculation the impact will be 35 paise per unit for all the consumers for 3 months.

Whereas the Hon’ble Commission allowed only 81.65 Core  as Fuel Surcharge for the entire year, which in turn a collection of 15 paise per unit for 3 months starting from 16 August 2018 to 15 November 2018.
